Release scope

Publish ARSAS 1.6.26 as the customer timestamp-dispute patch release.

Included since v1.6.25

• IEC 61850/FAT millisecond presentation now rounds to the nearest millisecond instead of truncating, so a raw source timestamp such as 31.2006000 is displayed as 31.201 consistently with relay/SAS millisecond presentation;
• rounding is presentation-only: original full-resolution IED evidence remains unchanged;
• FAT live/current time, ON/OFF evidence, Excel export, PDF reports, HTML evidence and general IEC 61850 timestamp formatting use the same nearest-ms rule;
• ON/OFF relay-time cells keep the concise 3-digit grid display but hover now exposes both the rounded display value and raw full-resolution IED timestamp, plus full ARSAS capture time, quality and acquisition source for customer dispute traceability;
• permanent regression tests cover the reported 31.2006 -> 31.201 case, half-millisecond rounding, second/minute carry, raw evidence preservation and hover-dispute content.

The release workflow on merge must rebuild and test the exact merged source, smoke-test portable and installer/uninstaller, generate checksums/SBOM/provenance, and publish the stable GitHub Release.
