P0 — Fast points remain report candidates
Removes the legacy <=500 ms fast-point exclusion from report planning so status/protection/position signals still enter static/dynamic IEC 61850 reporting before MMS polling fallback.
Validation evidence:
fix/p1-static-report-coverage-firstPollingIntervalMs remains the verification/fallback cadence; it no longer makes a point polling-only.
