Publication behavior

On the pull request, the existing verified publisher downloads both artifact archives and rejects any file whose name or SHA-256 differs.

After merge, it will:

• create or update stable release v1.6.17;
• publish the fixed direct-download installer, portable ZIP, and checksums;
• verify the release is neither draft nor prerelease;
• write exact URLs, sizes, and hashes to release-evidence/published.json;
• refresh GitHub Pages so latest.json advances to 1.6.17 only after publication succeeds.

Scope

No application or protocol runtime changes. This is deterministic publication of binaries that already passed CI and installer smoke testing.
