Description

Adds or updates the Dependabot config for GitHub Actions:

  - package-ecosystem: "github-actions"
    directory: "/"
    schedule:
      interval: "weekly"
    commit-message:
      prefix: "ci(deps): "

Motivation

Ensures used GitHub Action dependencies are updated consistently and regularly (but not daily) across our repos.
