Prefer Maven plugin annotations for some measure of static type safety. Add the necessary dependencies and plugins to build and then use them.
There are no apparent issues in the plugin; mark it as thread-safe under the assumption that Scalariform itself is thread-safe.

These changes move from Javadoc-style to Maven plugin annotations, and also mark the mojo as threadsafe to prevent warnings in parallel Maven builds.
These commits also include the change to add an 'encoding' parameter to avoid merge conflicts.
