CLI tool renamed from pai-pkg to arc. Repository moved from mellanon/pai-pkg to the-metafactory/arc. Project directory renamed from projects/pai-pkg/ to projects/arc/. Updated references across: PROJECT.yaml, README.md, REGISTRY.md, STATUS.md, skills/README.md, skills/REGISTRY.yaml, sops/README.md, sops/skill-publishing.md, and both JOURNAL.md files.
