• [chromium-library] › library/client-certificates.spec.ts:545 › browser › should respect launch proxy and proxy bypass (@chrome-ubuntu-22.04, @chrome-beta-ubuntu-22.04, @chrome-macos-latest, @chrome-windows-latest, @msedge-windows-latest) — broken on main, not by this PR. In the results DB it has 190 failures on main since 2026-09-23 16:02, spanning every one of those bots, versus 0 passes on the Chrome/Chrome-beta bots. The assertion collects hosts that bypassed the proxy and expects an empty array; it picks up real background traffic from the branded channels (edge.microsoft.com:443 on Edge, www.gstatic.com:443 / accounts.google.com:443 / update.googleapis.com on Chrome), so it's environment-dependent rather than a WebKit concern.

It also failed identically on the previous roll feat(webkit): roll to r2366 #42879 (r2366), which is what you'd expect from an Android WebView that predates Element.getHTML() — a browser-version gate is missing, independent of the desktop WebKit revision.

All 40 flaky entries across the two reports were rescued on retry and none are in WebKit code this roll touches; the recurring browsercontext-cookies-third-party.spec.ts pair is Firefox-only.
