Introduce the libxmlsec1 library package. libxmlsec implements XML security standards. The library has only a few mandatory dependencies(libxml2 and libxslt and a crypto library). It needs one of the following cryptographic libraries: OpenSSL, NSS, or Gcrypt/GNUTLS. Default to openssl for now to keep the package simple.
