Motivation and Context

Prepare for upgrading to Python 3.14 by picking up the newer version of uv that deal with Py3.14 changes.

Do we need to upgrade all the way to the latest version of uv to make this work? That seems like a fairly heavy requirement and could break a few workflows given we're going from 0.7 -> 0.9

https://github.com/astral-sh/uv/releases V0.9.0 adds support for Py3.14.

Which workflows would be broken by the upgrade to v0.9.2?

I mean mostly downstream users of this SDK - nothing internal to this repo.
