MIP-9: Active Set Increase
This PR proposes MIP-9, a Standards Track (Core) MIP to increase the active validator set size (
ACTIVE_VALSET_SIZE) from 200 to 250.Summary
The current active validator set is capped at 200.
This MIP proposes increasing the cap by 50 (~25%) to 250.
