I disabled Circle CI builds via the web interface, removed the secrets from the Circle CI configuration, disabled the web hook, removed the deploy key used by Circle CI and updated the documentation in Confluence to document the new GitHub Actions based approach. I couldn't find any mention of Circle CI for Eliot elsewhere, so I think all that's left to do is removing the configuration.
