Net neutrality footer may be leaking CSS #478

This #474 found a fixed an issue where our modified footer was leaking CSS.

I wonder if there are other leaks in the footer, or otherwise might be more in the future.

We should wrap the footer CSS in "less/components/net-neutrality/footer.less" with .net-neutrality-html to ensure it doesn't happen again.
