Add a fuzzer target

This works towards #219

I'm submitting the fuzz target and the seed corpus to this repository per the oss-fuzz guidelines:

The code of the fuzz target(s) should be part of the project’s source code repository.

Once this lands I can open a PR to add this project to oss-fuzz
