docs(changelog): add missing prompt/skill changes to v0.4.10 (MUL-5273)

Background

Follow-up to #5894 (MUL-5273 daily release confirmation for 2026-07-24). Several prompt / runtime-brief / skill changes were missing from the v0.4.10 changelog. These change how every user's agents behave, so they belong in the release notes.

Changes

Adds entries to the existing v0.4.10 entry across all 4 locales (en, zh, ja, ko):

• MUL-5262: add repository setup preflight to agent brief #5886 (MUL-5262) — agents now prepare your project's dependencies before editing/testing (repository setup preflight added to the agent brief). → improvements
• MUL-5261: add stack-aware focused testing skill #5877 (MUL-5261) — agents now run focused tests with the right command for your project's language and test runner (stack-aware focused-testing skill for every agent). → improvements
• MUL-5223 fix(runtime): forbid blocking on external CI in the runtime brief #5840 (MUL-5223) — agents no longer block waiting on external CI. → improvements
• MUL-5274: allow explicit persistent service handoffs #5895 (MUL-5274) — you can now ask an agent to start a local service and keep it running after the task ends. → features

No version change (still 0.4.10).

Testing

• pnpm --filter @multica/web run typecheck — passed
• pnpm --filter @multica/web exec vitest run features/landing/components/changelog-page-client.test.ts — 3 passed
