Resolves: #30248

We could take this a step further and flag other nearby frames as targets when dragging frames around (see image). I'd say this is an adventure for another time though.

Note that this PR removes the "position" (pt) logic when dropping measure-anchored elements. This has mostly been made redundant since #21543 and related PRs - the drop target is set in our prepareDrop methods meaning we shouldn't rely on positions anymore.

I'll try to find some time in the near future to see if this parameter can be phased out completely.

Tested on MacOS 15, Windows 11, Ubuntu 22.04.3. Approved
