Description
This PR revisits the PARALLEL I/O capabilities of ROMS with the
PIOlibrary to investigate the issues with the ASYNCHRONOUS_PIO and disjointed communicators.It also removes the interface with the deprecated
SCORPIOparallel library since it is no longer maintained.
