Due to a change in the protocol, only 33% of voting power is required to stall confirmations (source: keeri at https://discord.com/channels/370266023905198083/405506987045158914/1357429584282386572). This commit renames this attack to a >33% attack and updates the market cap math. This commit also clarifies that the attacker does not need a financial stake if it has enough delegators to make up the 33% vote weight.
