Hmm, @gmojica-nasa, is NetCDF File Fixer.ipynb tied to any particular mission(s)?

I'm hesitating to merge as-is for two reasons:

• This repo is organized by mission, with the repo's current description scoping it to 'mission-specific' guidance. This notebook looks mission-agnostic, so it doesn't have an obvious home in the sidebar structure.
• We currently exclude .ipynb from the top level of the repo.

If it's intended as a genuinely general cross-mission utility, the Cloud Cookbook might be a better fit. Let me know what you're thinking on scope.
