- Add --env-file flag to load environment variables from file - Support inline --env VAR=value for quick testing - Merge priority: Env vars > CLI args > Config files
Implements Issue #113 to handle rate limiting from the Brave Search API. Changes: - Parse Retry-After header on 429 responses - Support both integer seconds and ISO 8601 datetime formats - Fall back to exponential backoff (5s, 10s, 20s) if header parsing fails - Limit to 3 retry attempts before throwing exception Fixes: - Tool execution failures due to '0x1F' JSON parse errors from rate limits - Wasted API calls without automatic retry - Manual waiting for rate limit reset

Implements Issue #113 with:
StartupArgs.cs: CLI argument model with --env-file and inline --env VAR=value flags
EnvVarInjector.cs: Runtime environment variable injection at daemon startup
Priority order: Env vars > CLI args > Config files
This allows runtime customization without recompilation or config file changes!
