Add kxxt and luyahan to riscv platform team

I'm not entirely sure what the process for adding people to the platform teams are but since kxxt does not see the button to request to be added to the team I would like to propose (similar to #842) that kxxt is added to the platform-riscv64 team as per the discussion in nodejs/node#42251 (comment) - he has been active in Node issues on the platform such as nodejs/build#4099 (comment) and would be a good person to provide input into the support of Node.js on this architecture.

Also luyahan who often does PRs into the node codebase, often porting V8 fixes across for this platform who has asked to be added.

@mcollina I'm just catching up with the TSC call - thanks for getting the approval for this. In answer to your question yeah we have unofficial builds of RISC-V (e.g. 24.13.1 and 25.6.1) and after reading your blog about the pointer compression (I'm somewhat surprised that you've seen the whole runtime size reduce by so much when that's enabled) I'm considering enable it on those builds by default as the board I run a RISC-V web server on only has 512MB of RAM ;-)
