request-ci not working

I think the request-ci feature has stopped working recently. After adding the label to the PRs, the github-actions bot removes the label successfully but no CI run seems to be started after that.

@RaisinTen - until it is resolved, you can request a CI run in the PR that you want, as a comment - either your own PRs, or the PRs that you triage. Any collaborator should be able to help with a manual run.
