Additional information

AFAICT CI is using macOS 15.6.1 which doesn't seem to be affected by this issue. I did not hit it locally (on macOS 15.6) before upgrading to macOS 15.7. The timeouts occur on both x86-64 and AArch64.

I'm also affected, I wouldn't say it's flaky, it's always failing: either timing out, or complaining about the message event being emitted 0 times instead of 10 times.
