`test/parallel/test-repl-user-error-handler` is flaky

This test is flaky due to a V8 bug in how replMode: true is handled. I'm opening this issue to track V8's fixing of this issue, resolving this flaky test.

I noticed that test-repl-use-global is failing a lot on my recent PRs too, I believe that you fix will also solve the flakiness on each repl test file.

Yes, #64631 will resolve all REPL and inspector flakes (regarding promises)
