governance: nominating Michaël Zasso to the CTC

Michaël Zasso (@targos) has been a very valuable Node.js contributor for as long as I've been involved in the project. I think he would make a great addition to the Core Technical Committee (CTC). I would like to nominate him to join.

Given the endorsement of 12 CTC members here and no objections here or in private, I'm going to go ahead and add @targos to the CTC invitation as an observer.

@targos: Hope you can make the meetings! If neither of the two meeting times we use right now (Wednesdays UTC 16:00 and 20:00) are likely to work for you, let me know and I'll see what we can figure out. But hopefully at least one is OK for you.

Removing the ctc-agenda label for now as it doesn't appear this needs to be discussed or voted on at the meeting (although if anyone feels contrary, they can add it back to the agenda!).
