- Move shell completions: utl/cmp/ → cli/cmp/ - Move repo metadata: acc/repo-metadata.yaml → utl/gh/repo-metadata.yaml - Remove utl/ops/ (clean/verify/doctor scripts inlined in Makefile) - Move validation scaffold: utl/cap/ → cli/src/lib/doctor/_scaffold/ (temporary parking per architect recommendation until doctor absorbs checks) - Update all relative paths in scaffold scripts - Update Makefile targets for new locations - Update governance agent reference - Fix pre-existing test failures (repoRoot depth, make doctor target removed) - Add PBL entries: doctor-canonical-validator, agentic-validation-surface - Create migration stories: #76 #77 #78 #79
