The incorrect authorization policy is selected when a transaction is ran by the governance module. This prevents wasmd from being able to run these types of transactions when signed by the gov module. This pulls in cosmwasm's changes from CosmWasm#1269.
Also includes the security patch mentioned in https://github.com/CosmWasm/advisories/blob/main/CWAs/CWA-2023-002.md.
