Webhooks Beta Feature Documentation

This PR adds documentation for the webhooks beta feature under the platform's Additional Resources section.

Changes

• Added a new webhooks.mdx file in platform/additional-resources
• Updated platform/meta.json to include the new documentation page
• Documented the following sections based on Svix guidelines:
