- Add a GitHub Actions workflow to build and test the mmWave module with GCC 13 and Clang 18. - The workflow runs the `mmwave-simple-epc` example to verify the build. - A `static-analysis` job is included to run `clang-tidy` on the `src/mmwave` directory.
