kusama relay types file

validated historic decoding on Kusama Relay Hub and investigated missing types.

@soul022 I finally finished testing these all myself and everything checks out here, so this is pretty much good to merge if you're happy with things!

If this merges after #62, then some field names and such will need tweaks (see #62) to help ensure that things are valid for codegen etc :)
