I have done my best to collect and document herein the relevant changes since the last release. When merged, this should result in the automatic release and publication of Image Process 3.1.

Should we add cross-references to the appropriate Pull Requests and Issues?

Regarding references to the appropriate PRs/issues, I usually do that "in post" and only in the GitHub release, mainly because (1) the #<number> syntax is easier than a full Markdown link, and (2) the GitHub release page is where I think most people look and therefore where I feel most of the value lies. To do it in Markdown in the change-log is often just cumbersome enough for me to skip, but if someone wants to add those references to the change-log after-the-fact, I am totally okay with that 😊
