Fix DHCP setup

Description

Fixes the DHCP setup. The changes call the DHCP setup function regardless of the DHCP_ACTIVE flag value and set the values accordingly.

Motivation and Context

It aims to fix the issue reported on #1688.

How Has This Been Tested?

I've build the image locally, ran it and checked if the DHCP settings were set accordingly.
