Update hammer.min.js and include map

What does this PR aim to accomplish?:

We include hammer.js because it's a dependency of chartjs-plugin-zoom. Despite unmaintained repo, I updated the hammer.min.js to the latest version available in the repo and included the corresponding map file.

Missing mapfile was reported at https://discourse.pi-hole.net/t/error-on-v6-if-live-update-is-enabled/75879
