*: add an HTTP API to control the read ts validator

What problem does this PR solve?

Issue Number: ref #57786

Problem Summary:

The read ts validator doesn't come with any config items.

What changed and how does it work?

The PR adds a switch to it to allow disabling it in production if any issues arise.
Relies on tikv/client-go#1589
