This aligns gtfs-via-postgres more closely with the spec:

  • it removes the --routes-without-agency-id option, as routes without agency_id were only ever allowed by the spec with <=1 agencies
  • it adds support for feeds with 0 agencies, implicitly adding a default agency default-agency ⚠️
  • cleans up the state handling
