If clear status is pending, empty the bulk-in endpoint, rather than looping infinitely waiting for the status to change, because it won't. These fixes were based off the USBTMC Linux kernel driver: https://github.com/torvalds/linux/blob/master/drivers/usb/class/usbtmc.c
