Summary

Prototype an updated doc structure for the XNNPACK backend.

This PR updates the doc structure as follows:

  • XNNPACK Backend
  • Reference
    • Quantization
    • Partitioner APIs
    • Architecture and Internals
  • Tutorials
    • Basic tutorial (name TBD)
