Patch: Verification the Optional is 100% compatible with isTupleMatched.

The material change in this release was verification that Optional works in any element position of a tuple when used to define a Tuple pattern. That the use of the Optional in any position is backwards compatible with isTupleMatched.

Non material change in the release include file that support auto build on Travis and Code Cov for test code coverage.

Initial Release Baseline Functionality

This release provide some very basic Tuple lifecycle functionality and some basic building blocks in the predicate Library.
