The conversion of an openfermion
QubitOperatorto a pyquilPauliSumcan be very slow because as terms get added to thePauliSumone by one, itssimplifymethod will get called repeatedly. This PR addresses this issue by directly constructing thePauliSumfrom a list of terms.
