Description
Implemented a comprehensive Mobile-First Responsive Design System and PWA Framework. This update ensures the platform is accessible across all device categories, from low-end mobile handsets to 4K monitors, with robust offline support.

Key Implementations:

ResponsiveGrid: A fluid layout system using CSS Grid/Flexbox that scales seamlessly from 320px to 4K.

AdaptiveNavigation: A dynamic navigation suite that toggles between a mobile bottom-drawer and a desktop sidebar.

Touch-Optimization: All interactive components now meet the 44px touch-target standard for native-feel mobile interactions.

Offline Resilience: Integrated a Service Worker and custom useOfflineSync hook to cache core content and queue user actions during connectivity drops.
