Wire cp_mstatus_fs_csr_write to a dedicated csr_writes coverpoint binning
the 9 csrr{w,s,c} fcsr/frm/fflags accesses, and remove the unused cp_badfrm
building blocks. Map cp_mstatus_fs_legal onto the mstatus_fs_vs_xs_off_op
normative rule (non-Off legal side) and drop the resolved TODOs.

Regenerated rv32e/rv32i/rv64e/rv64i suites and coverage helpers via `make clean-tests tests`. Replaces parent-venv-generated output whose register allocation differed and which still emitted the forbidden `.align`; regenerated output uses `.p2align` and matches CI's generator. Conflict resolution in earlier act4 merges dropped upstream's VERIFICATION_RWX_SUCCESS macro from the PMPZalrsc cfg_wr tests, which put an unrelated revert in this PR's diff. Restore both files to the act4 versions. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
