Description

Current instructions tell users to install the following Python module via pip:

     flake8-blind-except
     flake8-class-newline
     flake8-deprecated

However, they are available as RPMs:

I'll let Scott take a look, but these seem to be pretty much the exact versions available from the Ubuntu system packages (which we use for Ubuntu), so it makes sense:

This could be forwardported to Kilted and Rolling.
