Configure RabbitMQ to bind to 0.0.0.0

Because we're installing Chef Server inline with OpenStack, RabbitMQ needs to be bound to 0.0.0.0 to make automating the install a bit easier. Otherwise, we'd need to manually add the interface which RabbitMQ will listen on in /etc/chef-server/chef-server.rb as rabbitmq['vip']. While we could use node['ipaddress'] here, that might not always be correct.
