Added Scroll-To-Top Button

Description

This PR adds a Scroll-to-Top button feature to the application.
When the user scrolls down the page, a floating button appears in the bottom-right corner. Clicking the button smoothly scrolls the page back to the top, improving navigation and user experience.

Reason for Change:

• Enhances user convenience on long pages.
• Improves accessibility by reducing the need for excessive manual scrolling.
