[OA/CRM][Fullstack]: Test Runner

Changes

Adds new endpoints to communicate with the Judge0 connector:

• For the OA: /api/runner/:taskTemplateId
• For the CRM: /api/runner

Adds library functions to interact with new API endpoints.

Adds a new hook useTestRunner that exposes client-side functions to use Judge. Example of usage on the task template edit page: Navigate to /crm/task-templates/:taskTemplateId/edit and press run. Results should appear in the console logs, which will be replaced with frontend designs when ready.
