Release v0.3.0

This release fixes a few bugs that have cropped up in newer versions of the aws provider, in addition to clarifying that we only support Terraform v0.11 atm due to some other breaking changes made in v0.12+.

Lastly, the IAM module now can be used multiple times, allowing you to provide a customer suffix parameter to give each IAM Role a distinct name.
