Support to watch events of k8s secrets

This controller now not only triggers the doveadm reload on pod events, but also on events regarding secrets of type kubernetes.io/tls in the namespace given in environment variable DOVECOT_NAMESPACE.

Container image setup

This is the first release since image build and push action to ghcr registry has been setup with github workflows file.
