Adds WalletConnect dApp support for Cosmos chains. Test connecting to Cosmos dApps via WalletConnect - verify transaction signing, session management, and approval flows work correctly across Cosmos chains.

API rate limiting

Adds tiered, configurable rate limiting to the public API to protect swap endpoints from abuse. Verify API endpoints respond normally under typical usage and return appropriate rate-limit responses when thresholds are exceeded.

Fixes, deps, and infra

• feat: qabot (feat: qabot #12044)

No testing required. Adds test identifiers to trade and wallet components, introduces QA bot tooling, and fixes Claude CLI fallback behavior. No functional changes to production code paths.
