• Create feature specification for sample markdown file (feature feat(742): Add feature specification for sample markdown document #864)
• Add feature.yaml with metadata and lifecycle tracking
• Add spec.yaml with requirements and acceptance criteria

What's Included

This PR adds the feature specification for creating a sample markdown file called test-wq38j5.md. The specification includes:

• Feature identification and metadata
• Phase tracking (currently in research phase)
• Status and progress monitoring
• Validation gates and checkpoints

Test Plan

• Specification files created and structured correctly
• All required fields present in feature and spec YAML files
• Files follow established spec template format
