chore: update development dependencies

Summary

• Update development dependency ranges for Biome, Node types, Knip, lint-staged, and Vitest
• Update the package manager pin from pnpm 11.6.0 to 11.9.0
• Refresh pnpm-lock.yaml without adding unused direct dependencies or overrides

Audit note

• pnpm audit still reports vulnerabilities in transitive packages: vite, esbuild, protobufjs, hono, and undici
• None of those vulnerable packages are direct dependencies in package.json, so this PR does not add direct dependencies solely to influence transitive resolution
