Various Bug Fixes and added `get_tags` and `delete_tag` to `Client` #556

Add SIMVUE_OFFLINE_DIRECTORY environment variable for easier testing of offline mode
Include 'input' when printing out pydantic validation errors.
Provide ID if none retrieved when using offline mode
Return run ID when sending run using offline sender
Ensure alert is correctly setup in executor before continuing
Update getcommand to get_command
Ensure consistency with parameters in client.py
Make optional arguments keyword arguments in Client
